I feel like, with some modification of the story, this could be a good SCP. The man in the gas mask has been confronted by many other organizations all of which want the anomalies within his coat and to contain him as well.
The man has never been directly related to any injuries. There are also explorations into the rifts he created, as they stay around for a little while after he goes through them. It is unknown where he gets his anomalies, and why he gives it to people, and this is one of the things the foundation tries to pull out of him when they finally capture and interrogate him. Soon after the man leaves, the person will either try to use the anomalous object resulting in an always very powerful reaction, deeming him and all the objects he gifts the Keter class, though they are all listed under him for they have never been seen anywhere else. Once he reaches them, he pulls out some anomalous item or another from his coat and hands it to them, telling them how it works and that they need to keep it safe. When the man in the gas mask appears again, he heads for a singular person who he is designated to find. This man wanders around the globe and has been spotted by Foundation agents on many occasions, for each time he appears again he causes some sort of anomalous incident. He can also seemingly open portals, able to create rifts and walk through them. He is also always seen with a trenchcoat which is anomalous in nature, allowing for him to store near infinite things within its pockets. The Man in the Gas Mask, as said in the name, wears a gas mask.
